Harold,

Current state laws allow discrimination regarding the content
of banners displayed on state roads. If you have been following
the news in South Florida, you are probably aware of the case
of Sondra Snowdon, who was denied the right to display banners
depicting the nativity. Meanwhile, the city of Bay Harbor
Islands did authorize menorahs and Stars of David to be
displayed on state roads.

The problem is that towns and cities can arbitrarily refuse or
allow displays along state roads. The state needs to establish
explicit directions requiring cities to follow established
constitutional standards when making decisions regarding
banners and decorations with religious content.

This Thursday, January 13, 2005, a workshop will be held to
determine the future of roadside displays in Florida
(Road Rule 14-43). Your voice needs to be heard!

sure your opinion is included in Thursday's deliberations:

This document is to protest revision of DOT Road Rule 14-43
and is to be made part of the public record and included in
records for Road Rule 14-43 revision workshop scheduled for
January 13 at the Florida Department of Transportation in
Tallahassee."

This can serve as a guide as you write your protest:

"I do not support the present changes to Road Rule 14-43.
State rules need to have definite, fair, objective standards
for towns, cities, villages, and municipalities to follow
before granting permits for any banners, decorations, or
signage along Florida State Roads and Highways. DOT
directives should indicate that the Constitution requires
definite standards adopted for use of public right of way
when they are open to First Amendment activities."

Remember, in order to be included as part of the public record,
your protest must arrive by close of business, Wednesday,
